On March 3, 2026, the Carroll County Board of Commissioners voted 7-0 to adopt a 100-day moratorium on permits for data centers, battery energy storage systems, and other new technology facilities in unincorporated Carroll County. On June 2, 2026 the board voted 7-0 to extend it for another 100 days (running to about Sept. 10, 2026). The pause gives county staff time to study how these facilities affect the county's zoning and ordinances. It applies only to unincorporated areas and does not affect the county's municipalities.
