On June 10, 2025, the Henrico County Board of Supervisors adopted the Data Center Comprehensive Plan Amendment, incorporated as an appendix to the Vision 2026 Comprehensive Plan. The amendment ends by-right data-center development in most industrial and business zones, requires Provisional Use Permit (PUP) review for new stand-alone data centers (Planning Commission + BOS public hearings), imposes a 500-ft residential setback, and requires noise studies both prior to construction and prior to certificate of occupancy.

Data Center Comprehensive Plan Amendment adopted 2025-06-10 as appendix to Vision 2026. Companion zoning ordinance amendment to §24-3406 followed. PUP review required for stand-alone DCs. 500-ft residential buffer. Pre-construction and pre-CO noise studies required. Substation screening and vegetative buffer requirements added.
