It does NOT ban data center construction and does not repeal or suspend the county's existing data center zoning ordinance (PA26-0001, adopted 2026-02-18) — it freezes the rezoning pathway into EU-3 while the county completes technical studies, coordinates with municipalities, utility providers, regional planning organizations, emergency management and state and federal agencies, gathers public input, and evaluates amendments to the Unified Development Ordinance and Comprehensive Plan. Note the City of Palo, inside Linn County, separately adopted its own EU-1 Data Center Exclusive Use District (Ordinance 93-2026); the two are distinct instruments at different levels of government.
