On November 17, 2025, the Putnam County, Indiana Commissioners voted 2-1 to adopt a one-year moratorium — running through November 17, 2026 — on data centers, small modular nuclear reactors, and solar and wind energy systems in the unincorporated areas of the county. About 100 residents packed the courthouse urging the pause. Commissioners Andy Beck and Tom Helmer voted for it; Rick Woodall was opposed. The county said it would use the year to review its Unified Development Ordinance.
